The founding document of the Global AI Federation of Artificial Intelligence and Cybersecurity

This charter establishes the Global AI Federation of Artificial Intelligence and Cybersecurity as an international organization dedicated to advancing ethical artificial intelligence and robust cybersecurity practices worldwide.

Preamble

Recognizing the transformative potential of artificial intelligence and the critical importance of cybersecurity in our interconnected world, we establish the Global AI Federation of Artificial Intelligence and Cybersecurity (GAF) as an international organization committed to:

  • Promoting ethical development and deployment of AI technologies
  • Advancing robust cybersecurity frameworks and practices
  • Fostering international collaboration among researchers, practitioners, and policymakers
  • Ensuring responsible innovation that benefits all of humanity

Article I: Name and Status

1.1 The organization shall be known as the Global AI Federation of Artificial Intelligence and Cybersecurity (hereinafter "GAF" or "the Federation").

1.2 GAF is established as an international non-governmental organization dedicated to advancing the responsible development of AI and cybersecurity worldwide.

Article II: Mission and Objectives

2.1 Mission: To advance ethical artificial intelligence and robust cybersecurity through research, education, collaboration, and advocacy.

2.2 Objectives:

  • Research Excellence: Promote cutting-edge research in AI safety, ethics, and cybersecurity
  • Standards Development: Develop and maintain international standards and best practices
  • Education & Training: Provide world-class educational resources and certification programs
  • Policy Advocacy: Engage with governments and international bodies on AI and cybersecurity policy
  • Industry Collaboration: Foster partnerships between academia, industry, and government
  • Public Awareness: Increase public understanding of AI and cybersecurity issues

Article III: Membership

3.1 Membership in GAF shall be open to individuals and organizations committed to the Federation's mission and principles.

3.2 Categories of Membership:

  • Individual Members: Researchers, professionals, and practitioners in AI and cybersecurity
  • Organizational Members: Universities, research institutions, companies, and NGOs
  • Academic Members: Students and academic institutions

Article IV: Governance Structure

4.1 General Assembly: The supreme decision-making body consisting of all members in good standing.

4.2 Governing Council: A body of 9-13 elected members responsible for strategic oversight and management between General Assembly sessions.

4.3 Executive Secretariat: Led by the Secretary-General/Executive Director, responsible for day-to-day operations.

4.4 Advisory Council: A group of distinguished experts providing strategic guidance and thought leadership.

Article V: Core Principles

  • Ethics First: Prioritize ethical considerations in all AI development and deployment
  • Security by Design: Integrate cybersecurity from the earliest stages of development
  • Transparency: Promote open communication and accountable decision-making
  • Inclusivity: Ensure diverse perspectives and equitable participation
  • Global Collaboration: Foster international cooperation and knowledge sharing
  • Continuous Learning: Adapt to emerging challenges and technological advances

Article VI: Activities and Programs

6.1 GAF shall conduct research, organize conferences and workshops, develop educational materials, provide certification programs, and engage in policy advocacy.

6.2 All activities shall align with the Federation's mission and adhere to the highest ethical standards.

Article VII: Amendments

7.1 This Charter may be amended by a two-thirds majority vote of the General Assembly, with proposed amendments circulated to all members at least 30 days in advance.

Article VIII: Dissolution

8.1 GAF may only be dissolved by a two-thirds majority vote of the General Assembly, with assets distributed to organizations with similar missions.

This Charter was adopted by the Founding General Assembly and shall govern the operations of the Global AI Federation of Artificial Intelligence and Cybersecurity in accordance with international law and best practices.
